How to split a PDF into separate pages — free, and without uploading it

You have a 40-page PDF but only need page 3 to send to someone. Or a scanned document came as one giant file and you want each page separately. The usual fix is a free online 'split PDF' tool — and most of them work, but they upload your whole document to their server first.
